First of al if don't know what srt3 is, it is a mod that retextures the whole SA and some peds. You can download it here

Now you have to know some things:
- After any img reachs 2 Gb you'll get unexpected problems and only img manager 1.5 will work properly.
- You need streamMemoryFix mod or SA limit adjuster
- After any img reachs 4 Gb say bye to your SA

I have a fix for first and last feature, after applying it you'll be able to use all tools and won't get unexpected problems.
I'F YOU ARE NOT AN EXPERT AT MODING LEAVE THIS FIX.
Install all files out of gta3.img, half inside cutscene and the rest inside gta_init. That was my fix and it is perfect. All imgs will be under 2 Gb if you do it properly.

The fix:
First of all be sure you have clean imgs, the default ones.

1- Import ALL files with alci's img editor inside each img and, without click save delete all green names you have got after importing. Now save and rebuild.
2- Go to mod's folder, get all files and divide them in 2 parts with the same number of files each one and more or less the same size.
3- import the biggest part inside cutscene.img and rebuild and part 2 to gta_init.img rebuilding after importing.
4- repeat step 1 with the files that are inside "peds pack" folder and after that import them to gta3.img and rebuild.
5- Get ALL your mods (all which goes inside imgs) and place a copy of them in a new folder, all importable files in the same folder.
6- Repeat step 1 with the content of step's 5 folder.
7- Now import files from step 5's folder into gta3.img and rebuild.

Afterfix:

For future mods you are gonna install make sure that their files are not inside gta_init.img or cutscene.img. if false:
A- repeat step 1 with the files you are gonna install.
B- Import those files inside gta3.img and rebuild.

This method is not for noobs. You can destroy the whole SA with a simple little error during installation because you won't remember what file is wrong among 1600. If that occurs get original imgs again and repeat the whole process.

NOTE: while i was importing with alci's I left img manager rebuilding the imgs that i was editing before that one.

and delete img tool.

Dunno, I find IMG Tool more useful than those. Well ofc, with some you can view TXDs and models or w/e, but IMG Tool is good and simple
